JOB DESCRIPTION – MONITORING, EVALUATION&LEARNING OFFICER

                                              

Location: Bujumbura

Duration: 2 years (including 6 months’ trial period).

Reports to: Executive Director

 

About Dreaming for Change and Position overview

Dreaming for Change (D4C) is a family-centered community development organization serving children, families, and communities in Burundi. Through education, health, agriculture, and women’s empowerment, D4C tackles the root causes of poverty and inequality while strengthening community-led transformation. As D4C grows to more than 60 staff in 2026, the organization is investing in stronger internal systems to ensure professional and reliable human resource management.

The Monitoring, Evaluation & Learning (MEL) Officer will lead the development and implementation of systems that help D4C track, understand, and improve the results of its programs. This includes designing indicators, building a comprehensive program-wide indicator matrix, developing tools, supporting data collection, and transforming raw information into useful insights for decision-making. The MEL Officer will work closely with program teams and the Donor Engagement & Partnerships Manager to provide accurate data, evidence, visuals, and summaries that feed into quarterly reports, annual reports, newsletters, and donor communication products.


Key Responsibilities

  • Design and update monitoring and evaluation frameworks, indicators, and data collection tools for all D4C programs.
  • Develop and maintain a comprehensive matrix of indicators for all programs, ensuring alignment with strategic objectives and donor requirements.
  • Train staff and community volunteers in basic M&E concepts, data collection methods, and reporting tools.
  • Conduct field monitoring visits to verify data quality, support teams, and document progress.
  • Compile, clean, and analyze program data to produce quarterly and annual performance summaries.
  • Work with the Donor Engagement & Partnerships Manager to provide accurate data, charts, and evidence for donor reports, quarterly and annual organizational reports, newsletters, and storytelling pieces.
  • Develop dashboards, visuals, and easy-to-understand summaries to support internal planning and communication.
  • Facilitate reflection and learning sessions with program teams to strengthen adaptive planning and continuous improvement.
  • Ensure proper storage, confidentiality, and protection of data in line with D4C’s data protection policy.

Qualifications and skills:

  • Bachelor’s degree in Statistics, Social Sciences, Project Management, Development Studies, or a related field.
  • At least 2 years of experience in monitoring and evaluation, preferably with NGOs or development projects.
  • Strong analytical and data management skills, including good command of tools such as Excel, Google Sheets, and KoboToolbox (or similar platforms).
  • Familiarity with both quantitative and qualitative data collection methods (surveys, focus groups, interviews, etc.).
  • Excellent communication and report-writing skills in English and French (Kirundi is a strong asset for field work).
  • Ability to work independently, support field-based teams, and manage multiple tasks.
  • Strong commitment to accuracy, integrity, and continuous learning.
